Seed-to-Sale Compliance in Florida: What Cannabis Distributors Must Know

Medical Marijuana Treatment Centers (MMTCs) in Florida operate within a strictly regulated framework that requires full “seed‑to‑sale” traceability. Since mid‑2024, the Florida Department of Health, via its Office of Medical Marijuana Use (OMMU), has implemented BioTrackTHC as the official state Seed‑to‑Sale Tracking System (STS). However, MMTCs do not interact directly with BioTrack’s web interface; instead, they must integrate through third‑party software solutions.


Regulatory Requirements

Under Florida Statute § 381.986, every licensed MMTC “shall use the seed‑to‑sale tracking system established by the department or integrate its own seed‑to‑sale tracking system,” effectively making BioTrackST mandatory, while allowing integration flexibility. MMTCs must also complete OMMU‑supplied training prior to integration.


Approved Third‑Party Integrators

Operational Process

MMTCs typically manage their operations—propagation, harvest, processing, transport, retail dispensing—through their chosen seed‑to‑sale provider. The provider sends key lifecycle data points—including unique plant/barcode scans (UUIDs) and lab results—to BioTrack STS for state oversight. BioTrack forwards retail‑sale data to Florida’s Medical Marijuana Use Registry (MMUR).


Mandated vs. Optional Systems

While BioTrack is the state‑mandated STS, MMTCs have latitude in choosing their commercial seed‑to‑sale system, provided it is on BioTrack’s approved list. This ensures interoperability without dictating a single software vendor. The OMMU still mandates completion of training sessions prior to integration.

Beyond Flourish and Dutchie, other providers like Canix, Alleaves, Sweed, Salve, Silverleaf, 365 Cannabis, MJ Freeway (MJ Platform), and Adilas420 offer full seed‑to‑sale solutions or modular compliance tools tailored for MMTCs.
